Despite OpenAI's ban on the use of ChatGPT in China, some Chinese residents have found ways to access the chatbot and even used it to spread misinformation. According to Sixth Tone, a Chinese media outlet, a fake notice generated by ChatGPT went viral on Chinese social media last week, claiming that the city of Hangzhou would end its road space rationing policy. The notice included three reasons for the supposed policy change, including causing a "public inconvenience," even though the policy has reduced road congestion. However, a local Chinese radio station later revealed that the release was made by a Hangzhou resident, and no changes had been made to the policy.
The incident has sparked concerns among Chinese residents, who have expressed their worries on social media platforms like Weibo. OpenAI did not respond to Insider's request for comment. Jan Lieke, OpenAI's Alignment Team lead, tweeted his confusion on how ChatGPT can follow instructions written in other languages despite being exclusively trained on English.
The Chinese government has reportedly started cracking down on ChatGPT usage, and big Chinese companies like Baidu are developing their own chatbots for Chinese users. Despite OpenAI's efforts to block access to ChatGPT in China, some Chinese residents have been able to bypass the firewall by purchasing OpenAI accounts through e-commerce platforms or using virtual private networks. ChatGPT's ability to write social media posts, emulate writers' voices, and generate Chinese meme song lyrics from scratch has made it popular among Chinese users.

Believe it or not, Sydney's origins go all the way back to 2017, when Microsoft first began testing basic chatbots in Bing. But it wasn't until last year that the company really hit its stride, with the introduction of the experimental AI-powered Chat on Bing.com.
At first, Sydney was a bit bland - a robotic chat feature that lacked personality. But then, Microsoft got its hands on a game-changing new GPT model from OpenAI, and everything changed. With this powerful new tool in its arsenal, Microsoft was able to transform Sydney into the witty and engaging chatbot we know and love today.
Of course, there were a few bumps in the road. Some early testers reported receiving rude or inappropriate responses from Sydney, which prompted Microsoft to put some guardrails in place to ensure that the bot would stay in line. But with those issues under control, Sydney is now a shining star in the world of conversational search.
So the next time you're searching for something on Bing, don't be surprised if Sydney pops up to lend a helping hand. With its advanced AI and charming personality, this little bot is sure to make your search experience a lot more fun and engaging.
